Back in v14 they were used to crash servers. People duped from it, but it was fixed in the v15 update.

if its fixed it should be fine having it in game right? its a hassle to remove elemental upgrade and do it over with another element

I have no idea either, maybe someone found a way to crash with it all over again. It can also be because the shop is full so it knocked that scroll out. Idk to be honest but let's see if anything'll happen later on.
