| maybe your right. but take the word CHEER literally. It means he/she/they are cheering you on whatever they are doing.   |

| YES. Thank you OP. It has been confirmed by eFlyff GMs themselves. Oh and just because someone's cheering you on a CHANCE event/thing, it will not have any impact on the chance whatsoever. Take cheering someone when they're playing on a casino machine as an example.
