It could also be because of his computer, I skip from time to time cuz my shit lags like hell.
Anything is possible though lol.

he was standing [not even walking] and he teleport all over

He could be stun lock but I wasn't there so Idk the whole situation lol.

He was doing that for around 10 minutes, and to me, sure did look like a hacker.

it just looks like he was just lagging like hell, i've seen ppls doing that before. before they d/ced anyways

He said hes lagging cause he's foreign from the server(I guess) and it causes him to lag.

P.S. That is lag, this has happened to me before. There are three kinds of this lag:
A. Graphics Lag. Where your computer doesn't accurately read where the persona is and trys to catch up, thus giving the illusion that they teleported.
B. Server Lag. The characters position is directly communicated with the server itself, so if the server doesn't read it, it looks like they teleported.
B. Personal Graphic's Lag. This version is very rare and is often interpreted as actual server lag instead of graphics lag.(Most of the time it is server lag.) But it's where the "teleporting character's" computer's graphics lag and they see themselves move from one area to another. This kind is very rare on MMORPG's, it's most often seen on FPS games like Counter Strike and CoD where you start moving back and forth between spots and you can't do anything even tho you have a perfect connection.

Yeah well the lag is kind of to his benefit to him being able to move like that
