Hmmmm...i can telll that that....i don't support the offender and defender....
it's because the defender doesn't have enough evidence....that's me
and the offender may have used CE that time....
ALL THE THING THAT I CAN SAY TO DETERMINE THE CE USER IS:
when the player streches,it will be fast......but if he rotates while
the player streches,,of course it will be fast...
second,,when the player rotates,,it'll be 5 rotations / sec
third,, you may not determine the CE user in his walking speed
you may have a false report................................
if he runs faster than you,, He maybe a jester or ranger....so it'll be a tough time to
determine if a ranger or jester is a CE user.....to catch them,,just follow the character
.....the closer the ce user to you,, the more you lag.................
test your netspeed by downloading a file from the internet....and test it again in your monsters...i guess
you can count the minisecond delay of your net......and if your delay time is doubled, then
there's a CE user close to you,,if you are far from the ce user,, it'll only take a slight effect....then ask him to view his item.....see if there's an awake of Speed+%
i guess you know the running speed of acrobats when they're in fast walk and when they're not in fast walk...If they use CE while they're using fast walk they will have innatural speed so....then you can determine that he is a CE user.....
On other jobs,,if they run faster than you,,see their cloacks if there's a speed+15% and check the awakes if there are speed+%........I guess you can difer your speed from a ce user even the've speed+% cloak or awake....that's alll
